where can I get free CGI editor/software to process simple webform that processes from my website?

I am looking for a softward/program that enables me to creat CGI script, as I am novoice in ASP, Php or any other tool. I need to process a simple webform that will collect some information from visitors (like name, email, address, sex) and will send me this information to my email or save to a text file.
