Does anyone know of a simple web-based RSS Feed creator tool?

I’ve been exploring different tools, and they either seem to be software clients that a single user can use, or a hosted CMS solution that has more bells and whistles. I’m really just looking for a simple hosted solution that allows people to cut and paste titles and URLs and text box, then export it as HTML or a widget for inclusion on a web page / email. Any thoughts?
